Ezra Bourne, Senior Principal
As the senior principal of LPE-Strategies, Mr. Bourne provides comprehensive program planning and management services, team leadership and development, as well as conference and special events management. He leads committees and multi-disciplinary teams to realize client’s needs, strategize for success, and achieve goals. Along with his extensive meeting and conference management background, his technical area experience includes Program Management, Technical Assistance, Health Education & Communication, Mental Health, Cultural Competence and Diversity, and Exhibits. His project management experience includes projects within the Substance Abuse and Mental Health Services Administration (SAMHSA), Department of Labor, Office of Indian Education (OIE), Office of Career, Technical, and Adult Education (Logistics Support for Adult Education Reform & NRS), Office of Elementary and Secondary Education (NCSSLE), as well as the National Technical Assistance Center for the Education of Neglected or Delinquent Children & Youth. He also manages onsite teams for the delivery and execution of projects, including timely financial analysis and reporting. He’s managed project budgets as small as $50k, and up to $4.5 million, with teams ranging from 4-26.

Mela Emam - As the Chief Financial Officer at LPE-Strategies, Mela is the senior executive responsible for managing the financial actions of the company. She has extensive experience in managing business finance and specializes in accounting systems setup, project costing, contract management, acquisition, reporting, and COR interface. Mela in her 25+ years of experience has helped to transform several small organizations to prime contractors in providing global service to the US Government and private companies worldwide.
